1. PARIS CLIMATE AGREEMENT BECOMES INTERNATIONAL LAW
i. The Paris Agreement officially entered into force on 4 November 2016 and decklared as international law.
ii. The agreement deals with greenhouse gases emissions mitigation, adaptation and finance.
iii. The Paris Agreement’s entry into force comes a month after countries representing 55% of the world’s emissions committed to joining the deal.
iv. 192 states and the European Union have signed the Agreement.

2. GST COUNCIL APPROVES 4-TIER RATE AT 5%, 12%, 18% AND 28%
i. GST Council approved a four-tier GST tax structure of 5%, 12%, 18% and 28%, with lower rates for essential items and the highest for luxury and de-merits goods that would also attract an additional cess.
ii. Goods and Services Tax is a proposed system of indirect taxation in India merging most of the existing taxes into single system of taxation.

3. INDIA TO HOST 7TH SESSION OF COP7 ON TOBACCO CONTROL FROM NOV 7-12
i. 7th Session of the Conference of Parties  to  WHO Framework Convention on Tobacco Control  will be held from november 7th to 12th at Greater Noida.

1. ICICI BANK LAUNCHES OVERDRAFT FACILITY FOR SALARIED HOME LOAN BORROWERS
i. ICICI Bank has launched a credit facility against home loans for salaried customers.
ii. The Home Overdraft facility will enable a salaried customer to seek loans up to Rs. 1 crore for personal needs against his/her property.
iii. Salaried individuals, who have a home loan and a salary account with ICICI Bank, are eligible to apply for the ‘Home Overdraft’ facility.

2. FOOTBALL WORLD CUP TROPHY DESIGNER SILVIO GAZZANIGA DIES AT 95
i. Silvio Gazzaniga, the goldsmith and sculptor who designed and created football’s World Cup trophy, has died at home in Milan
ii. He was known as “Mr Cups”,.he also designed UEFA Cup and the UEFA  Super Cup
iii. Silvio Gazzaniga designed and created the World Cup trophy in 1971.
iv. FIFA World Cup trophy is 18-carat solid gold trophy weighs approximately six kilograms.

3. WORLD SAVINGS DAY OBSERVED WITH THE THEME ‘GRABBING HOLD OF YOUR FINANCIAL FUTURE’
i. World Savings Day or World Thrift Day is observed every year on 31st October.
ii. The day is observed  to promote the savings all over the World.
iii. In India, World Savings Day was observed on October 30 because of the death of Prime Minister Indira Gandhi on the same day in 1984.

1. BANKS TO REPORT FRAUDS OF RS 1 CRORE AND ABOVE TO CVC
i. Vigilance Commission has now made it mandatory for the public sector banks to report to it all such matters involving funds over Rs one crore.
ii. The Commission will also call regular monthly meetings of senior officials of Reserve Bank of India, CBI and banks to monitor probe in suspected bank frauds of Rs 50 crore and above.

2. FINANCE MINISTRY RELEASES RS 1,093 CRORE FOR RESTORATION OF INFRASTRUCTURE IN J&K
i. The finance ministry released first installment of special assistance of Rs 1,093.34 crore for repair and permanent restoration of damaged public buildings in J&K .
ii. The Prime Minister Reconstruction Plan for J&K was announced by Narendra Modi on November 7, 2015, for Rs 80,068 crore for post flood relief and restoration and long-term development of the state.

3. INDIA AND PALESTINE INKS MOU TO SETUP PALESTINE-INDO TECHNO PARK IN RAMALLAH
i. India and Palestine a MoU for setting up a Palestine-India Techno Park in Ramallah, Palestine.
ii. During the visit of President Pranab Mukherjee to Palestine in October last year, the announcement for setting up of park was made.
iii. The Palestinian side has made the land available for the project.

1. PM NARENDRA MODI LAUNCHES 'SAUR SUJALA YOJANA' IN CHHATTISGARH
i. PM Narendra Modi has launched the "Saur Sujala Yojana" in Chhattisgarh.
ii. It would provide solar powered irrigation pumps to farmers at a subsidized price.
iii. Chhattisgarh would be the first state to implement the scheme.
iv. Under the scheme, solar powered irrigation pumps of 3HP and 5HP capacity worth Rs 3.5 lakh and Rs 4.5 lakh respectively would be distributed to the farmers by March 31, 2019.

2. DHONI MOST VALUED ATHLETE AMONG INDIANS ACCORDING TO FORBES FAB 40
i. India’s  cricket skipper Mahendra Singh Dhoni remains the most valued Indian athlete in 2016.
ii. The annual Forbes Fab 40 list which estimates the brand value of top sports labels, athletes, teams and events.
iii. Swiss tennis legend Roger Federer toppled the list and  golf great Tiger Woods as the most valued athlete globally.
iv. Argentine football star Lionel Messi, ranked eighth.

3. SEBI TIGHTENS NORMS FOR CREDIT RATING AGENCIES
i. The Securities and Exchange Board of India tightened rules for credit rating agencies, prescribing more disclosures on suspension and withdrawal of ratings.
ii. The capital markets regulator also directed agencies to disclose the nature of their compensation arrangements with rated entities, including exchange of gifts.
iii. CRISIL, ICRA and CARE are the major agencies that assign credit ratings to issuers of debt instruments.

1. BANGLADESH INTRODUCES TEMPORARY BAN ON CATCHING HILSA FISH
i. Bangladesh has arrested more than 900 fishermen and deployed the army to patrol its waterways after introducing a temporary ban on catching hilsa fish.
ii. The ban is imposesd  in an effort to save the hugely popular fish.
iii. Approximately 60 percent of the world's hilsa are caught in Bangladesh.

2. INDIA RANKS POORLY IN COMMONWEALTH YOUTH INDEX
i. India has ranked very poorly at 133 in a new Global Youth Development Index compiled by the Commonwealth Secretariat on the countries' prospects for young people in employment, education, health, civic and political spheres.
ii. India ranked 133rd in the index  and the list is topped by Germany followed by Denmark), Switzerland, United Kingdom , Netherlands.

 3. IIID TO CONDUCT 'DESIGN YATRA' IN KOZHIKODE
i. India's first 'Design Yatra' will be conducted in Kerala's Kozhikode city between October 29-31.
ii. During design yatra competitions, heritage walk, talks and interaction with students will be conducted.
iii. The yatra is aimed at spreading awareness and taking designs to the masses and is scheduled to travel to 29 Indian cities.

1. INDIA-SRI LANKA JOINT MILITARY EXERCISE MITRA SHAKTI 2016 BEGINS
i.  India-Sri Lanka Joint Military Exercise ‘MITRA SHAKTI 2016’ started  at Sinha Regimental Centre in Ambepussa, Sri Lanka.
ii. The main focus of this edition of joint exercise is to enhance inter-operability while carrying out Counter Terrorism and Counter Insurgency operations under the UN Mandate.

2. PAUL BEATTY WINS 2016 MAN BOOKER PRIZE
i. Paul Beatty  has won the 2016 Man Booker Prize.
ii. He becomes the first US author to win this prestigious literary award.
iii. He was bestowed with this award for his racial satirical novel ‘The Sellout’ at a ceremony held in London’s Guildhall.

3.28 OCTOBER OBSERVED AS NATIONAL AYURVEDA DAY
i. The first National Ayurveda Day was observed on 28 October on the occasion of Dhanwantari Jayanti.
ii. The theme for this year is ‘Ayurveda for Prevention and Control of Diabetes‘.
iii. Ayurveda is the traditional Hindu system of medicine based on the idea of balance in bodily systems and uses diet, herbal treatment, and yogic breathing. 

4. RBI ALLOWS STARTUPS TO RAISE $3 MILLION VIA ECBS ANNUALLY
i. The Reserve Bank of India  has permitted startups to raise external commercial borrowings  of up to $3 million in a financial year for three year tenure .
ii. The new rules issued by RBI aims at boosting innovation and promoting job creation in the country.
iii. It will apply to startups looking to raise foreign borrowings and restrictions on such funds will be kept minimum.
iv. External Commercial Borrowings  is any money borrowed from foreign sources for financing the commercial activities in India are called ECBs.

1. NEW ZEALAND TO PLAY ‘CONSTRUCTIVE’ ROLE ON NSG
i. New Zealand PM John Key is on his visit to India a meeting was to discuss on India becoming a member of the Nuclear Suppliers Group.
ii. New Zealand is part of a group called the New Agenda for Coalition which promotes the NPT and pushes for nuclear disarmament worldwide.
iii. The New Agenda Coalition  is a group of middle power countries seeking to build an international consensus to make progress on nuclear disarmament, as legally called for in the nuclear NPT.
iv. It was formed in 1998.

2. NADIA MURAD AND LAMIYA AJI BASHAR WINNERS OF 2016 SAKHAROV PRIZE
i. Two Yazidi women, Nadia Murad Basee and Lamiya Aji Bashar have won Europe's top human rights award, the Sakharov prize.
ii. They escaped from the engulfed of Islamic State of Iraq and Syria in Iraq,
iii. Nadia Murad Basee Taha appointed UNODC Goodwill Ambassador

3. UNION GOVERNMENT CONSTITUTES MUNIALAPPA COMMITTEE TO MONITOR BIRD FLU SITUATION
i. The Union Agricultural Ministry has constituted a High-Level Committee to monitor the bird flu situation and help state governments take steps to contain the disease.
ii. The High-Level Committee will be headed by Joint Commissioner in the Department of Animal Husbandry, Dairy and Fisheries Munialappa.
iii. The committee was constituted after mortality among the birds in National Zoological Park, Delhi NCR and other parts of the country due to Avian Influenza Virus was found.

4. ONE-MAN JUDICIAL COMMITTEE ON OROP SUBMITS REPORT TO DEFENCE MINISTER
i. The one-man judicial committee on One Rank One Pension  set up by the Union Government, has submitted its report to Defence Minister Manohar Parrikar.
ii. The Union had appointed the committee under the Chairmanship of retired Chief Justice of Patna High Court L Narasimha Reddy in December 2015.
iii. It was tasked to look into the anomalies arising out of implementation of OROP.
iv. The OROP scheme aims to provide ex-servicemen of same rank and same length of service uniform pension regardless of date of retirement.

1. INDIA RANKS 130 IN EASE OF DOING BUSINESS: WORLD BANK REPORT
i. According to the World Bank’s Ease of doing Business Report 2017, India now ranks 130 out of 190 countries.
ii. New Zealand has surpassed Singapore to become the easiest country in the world to do business.
iii. The World Bank is an international financial institution that provides loans to developing countries for capital programs.

2. INDIA UP 21 PLACES IN WEF GENDER GAP REPORT: WEF
i. India has climbed 21 spots to rank 87th on the World Economic Forum's Global Gender Gap Report 2016.
ii. With this jump in ranking, India has now overtaken China which is ranked 99th out of 144 countries.  Iceland tops the latest rankings followed by Finland, Norway and Sweden.

3. BEATTY BECOMES FIRST US AUTHOR TO WIN MAN BOOKER PRIZE
i. Paul Beatty became the first author from the United States (US) to be awarded the Man Booker prize, for his book, 'The Sellout'.
ii. Beatty's book was awarded the 2016 prize of £50,000, in the third year since the award was opened to American writers.
iii. The Man Booker International Prize was established in 2005, biennially rewarding an author for a body of work originally written in any language as long as it was widely available in English.

4. INTERNATIONAL HOCKEY FEDERATION APPOINTS JASON MCCRACKEN AS NEW CEO
i. The International Hockey Federation has appointed New Zealand's Jason McCracken as its Chief Executive Officer.
ii. McCracken will be leaving his role as Head of Insurance and Investment Risk at banking group ANZ to take on his new post at FIH's headquarters in Lausanne, Switzerland.
iii. He will replace Kelly Fairweather, who is leaving for the International Tennis Federation after six years in the role.

i. 24th  October is celebrated as United Nations Day since 1948.
ii. This year's aim is to highlight concrete actions people can take to help achieve the Sustainable Development Goals.

2. RATAN TATA REPLACES CYRUS MISTRY AS TATA SONS CHAIRMAN
i. In one of the biggest corporate sector, the Tata Sons Board has appointed Ratan Tata as the interim chairman of the group after replacing Cyrus Mistry.
ii. The decision was taken at a Board meeting.
iii. Mistry has resigned from his post as chairman.

3. INDIAN ARMY TEAM WINS GOLD MEDAL IN GRUELLING CAMBRIAN PATROL EXERCISE
i. A team from the Indian Army's Gorkha Rifles has won a gold medal at one of the most gruelling exercises in the world.
ii. Team 2/8 Gorkha was awarded a gold medal in Exercise Cambrian Patrol organized by the British Army.
iii. The medal went to the 8 men of the 2nd Battalion of 8 Gorkha Rifles.
