1. SC INTRODUCES MIDDLE INCOME GROUP SCHEME TO PROVIDE LEGAL SERVICES AT AFFORDABLE RATE
i. The Supreme Court has introduced the Middle Income Group Scheme for the middle income group people whose gross income is not exceeding Rs. 60,000 per month or Rs. 7.5 lakh per annum.
ii. The MIG Legal Aid Scheme is a self-supporting scheme whose objective is to provide legal services to the middle income group who cannot afford the expensive litigation in the Supreme Court.
iii. Under this scheme, middle class people who have the desire to avail the benefit of the Scheme shall have to fill up the form prescribed and accept all the terms and conditions contained within and thus can avail the services of the society for a nominal amount.
iv. Under this scheme a Supreme Court Middle Income Group Legal Aid Society would be set up as a governing body.

2. 2-DAY SOUTH ASIAN SPEAKERS’ SUMMIT BEGINS IN INDORE
i. Lok Sabha Speaker Sumitra Mahajan inaugrated 2-day South Asian Speakers’ Summit in Indore, Madhya Pradesh.
ii. Speakers of 6 countries include Bangladesh, Afghanistan, Bhutan, Maldives, Sri Lanka and Nepal attended the meeting to deliberate on ways to achieve sustainable development goals.
iii. The summit will have a session on ‘Identifying Resources for SDGs Implementation in South Asia: Opportunities for Parliamentary Cooperation’
iv. A working session on ‘Gender Equality As A Critical Factor For Sustainable Development’ will discuss opportunities that the SDGs present to strike a better gender balance and to determine the gender impact of sustainable development policies.

3. SBI TIES UP WITH GREENPLY TO OFFER FINANCIAL SERVICES TO ITS DEALERS
i. Mumbai based State Bank of India has signed Memorandum of Understanding with India’s largest interior infrastructure company Greenply Industries to grow its channel financing business of Greenply Industries on electronic platform.
ii. SBI will extend financial services to Greenply dealers to grow further on a very competitive pricing.
iii. It has also taken initiative to stop use of paper from its branches for end-to-end digitisation.

4. RBI PERMITS MULTILATERAL FINANCIAL INSTITUTIONS TO INVEST IN MASALA BONDS
i. The Reserve Bank of India has permitted Multilateral Financial Institutions to invest in rupee denominated bonds commonly known as ‘Masala Bonds’ issued by Indian entities.
ii. As per the RBI notification the move will enable the Indian entities issuing rupee denominated bonds abroad to have wider choice of investors.
iii. The Multilateral and Regional Financial Institutions where India is a member country can only invest in the rupee denominated bonds for example BRICS led New Development Bank, Asian Development Bank etc

1. TWO DAY ‘MOMENTUM JHARKHAND’ GLOBAL INVESTOR SUMMIT 2017 CONCLUDED IN RANCHI
i. The 2 day Global Investors’ Summit 2017 was held at Khelgaon in Ranchi, Jharkhand from Feb 16-17, 2017 with the brand name ‘Momentum Jharkhand’.
ii. Its main aim is to promote industrial activity in Jharkhand and establish the state as one of the prime investment destination of Eastern India.
iii. Union Finance Minister Arun Jaitley inaugurated the Summit while PM Narendra Modi addressed the summit through video-conferencing.
iv. A Flying Red Elephant was the mascot for the Jharkhand’s Global Investors Summit 2017.
v. On the concluding day of the 2017 Global Investors Summit 209 MoUs were signed between nine departments of the Jharkhand government worth Rs 3,03,987 cr with different companies.

2. GOVERNMENT INCREASES THE CASH CREDIT LIMIT FOR MSMES TO 30 %
i. The Union government has increased the Cash Credit limit for Micro, Small and Medium Enterprises to 30% of turnover from the existing 20% to encourage them to conduct businesses digitally.
ii. Through digital means of conducting the business, the balance sheet of companies would be clean and this would help MSMEs to get loans from banks and promote Ease of Doing Business.
iii. Presently the taxes for MSMEs are calculated at 8% for revenue of up to Rs 2 cr. With digital transaction, tax liability will be reduced from 8% to 6%.

3. CANARA BANK INKS MOU WITH HRD MINISTRY TO START HIGHER EDUCATION FINANCING AGENCY
i. Bangalore based Public sector Canara Bank has signed a Memorandum of Understanding with the Human Resource Development Ministry to operationalize the Higher Education Financing Agency.
ii. The establishment of the Higher Education Financing Agency was approved by the Union Cabinet in September 2016.
iii. Through this MoU, HRD Ministry and Canara Bank will jointly promote the HEFA with an authorised capital of Rs. 2,000 cr.
iv. The objective of the establishment of HEFA is to enhance and create high quality capital assets and infrastructure in the premier educational institutions.
v. HEFA would finance the civil and lab infrastructure projects through a 10-year loan.
vi. HEFA would leverage the equity to rise up to Rs. 20,000 cr for funding infrastructure and development projects for world class Labs in IIMs/IITs/NITs and such other institutions.

4. KARNATAKA BANK LAUNCHES NATIONAL PENSION SYSTEM IN MANGALURU
i. Mangaluru based private sector lender Karnataka Bank Ltd launched National Pension System at its corporate office in Mangaluru.
ii. Its aim is to provide financial security at old age by giving regular income in the form of pension.
iii. Under the scheme, one can contribute to NPS while earning and eventually start receiving pension on his/her attaining the age of 60 years to meet their financial needs.
iv .To avail the benefit, any individual between the ages 18-60 years can register their name with the bank branch to contribute and to get pension benefit.
v. The investor can avail of the exemption to the extent of Rs 50,000 under section 80 CCD 1 even though they are contributing towards any other pension schemes.

5. VETERAN HINDI SCHOLAR AND NOVELIST SURENDRA VERMA SELECTED FOR 2016 VYAS SAMMAN
i. Renowned Hindi literature and playwright Surendra Verma has been selected for 2016 Vyas Samman for his novel “Kaatna Shami Ka Vriksha Padma Pankhuri Ki Dhar Se”.
ii. Surendra Verma will be the 26th recipient of the honor and would be presented a cash prize of Rs. 3.50 lakh a citation and a logo for the prestigious award instituted by K K Birla Foundation.

1.  CABINET APPROVALS ON FEBRUARY 15
i. The Union Government chaired by PM Shri Narendra Modi approved setting up of Food Legumes Research Platform at Amlaha, Sehore in Madhya Pradesh for meeting the emerging food security challenges.
ii. The Cabinet approved the signing of Air Services Agreement between Rwanda and India which will enable the airlines of the 2 countries to operate services in each others’ territory.
iii. The Cabinet Committee on Economic Affairs gave its approval to award contract in 31 contract areas under Discovered Small Fields Policy 2016.
iv. The Union Cabinet approved the merger of the SBI with its 5 subsidiary banks namely State Bank of Patiala, State Bank of Bikaner and Jaipur, State Bank of Mysore, State Bank of Hyderabad and State Bank of Travancore.

2. INDIAN PANAROMA FILM FESTIVAL BEGINS IN PORT BLAIR
i. The Indian Panorama Film Festival started in Port Blair. About 15 films of different languages and different genre will be screened at two different venues.
ii. The 5 day film festival has been organised by the Directorate of Information, Publicity & Tourism, Andaman & Nicobar Administration in association with the Ministry of Information & Broadcasting and Directorate of Film Festivals/IFFI, New Delhi, Govt of India and inaugurated by the Chief Secretary, Andaman & Nicobar Administration, Shri Anindo Majumdar at DBRAIT Auditorium, Dollygunj, Port Blair.

3. KERALA CABINET GIVES IN-PRINCIPLE APPROVAL FOR GREENFIELD AIRPORT AT SABARIMALA
i. The Kerala cabinet gave its in-principle approval for setting up a Greenfield Airport at pilgrim centre Sabarimala located at the Periyar Tiger Reserve in the Western Ghat mountain ranges of Pathanamthitta District, Kerala.
ii. The state government has also directed Kerala State Industrial Development Corp to conduct a study on the proposed airport.
iii. The airport will cater to the needs of lakhs of devotees who visit the famous Lord Ayyappa hill shrine every year by reducing the traffic congestion.

4. INDIA RANKED 143 IN THE 2017 INDEX OF ECONOMIC FREEDOM INDEX
i. India has been ranked 143 out of 186 countries in the annual Index of Economic Freedom 2017 released by top US based Think Tank, The Heritage Foundation.
ii. Hong Kong, Singapore and New Zealand are the top three nations in the Index respectively.
iii. India has been placed in the category of “Mostly Unfree” Economies.
iv. Among South Asian countries, only Maldives (157) and Afghanistan (163) were ranked below India. Sri Lanka (112), Nepal (125), Pakistan (141), Bangladesh (128) and Bhutan (107) surpassed India in economic freedom.                

5. RBI WILL REIMBURSE BANKS MDR CHARGES EFFECTIVE JANUARY 1, 2017
i. The Reserve Bank of India has decided to reimburse banks Merchant Discount Rate charges on debit cards used by citizens for payment with effect from January 1, 2017.
ii. In December 2016, the government had decided to absorb the merchant discount rate charges in respect of debit card transactions for making payments to it to encourage people to use digital payments.
iii. RBI has directed the banks to forward their claim for reimbursement of MDR along with statutory auditor’s certificate to RBI’s Nagpur office on a quarterly basis.
v. The banks will have to certify that MDR charges for transaction amounts up to Rs 1 lakh have not been collected from the payer.

1. IMF LAUNCHES SOUTH ASIA TRAINING AND TECHNICAL ASSISTANCE CENTER IN NEW DELHI
i. The International Monetary Fund  launched its 1st fully integrated capacity development centre, South Asia Training and Technical Assistance Center in New Delhi.
ii. The SARTTAC was inaugurated by Shaktikanta Das, Secretary of India’s Ministry of IMF’s SARTTAC Finance.
iii. The main objective of SARTTAC is to help its member countries strengthen their institutional and human capacity to design and implement macroeconomic and financial policies that promote growth and reduce poverty.
iv. SARTTAC will help to assist the local member countries of South Asia including Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka.
v. SARTTAC will enable IMF to meet the growing demand for technical assistance and training from the South Asian region.

2. JAMMU & KASHMIR GOVERNMENT LAUNCHES E-PRISON PROJECT
i. The Jammu & Kashmir government launched an E-Prison project at NIC Centre Civil Secretariat Jammu to digitalize the record about the jail inmates.
ii. The project was inaugurated by the state Minister for Information Technology, Technical Education and Youth Service & Sports, Molvi Imran Raza Ansari.
iii. The e-prison project will enable to provide a centralized platform to avoid any data redundancy, avoid delay in processing the information and manage all the jails efficiently and thus reduce the time and cost of the process.
iv.The e-Prison Project will digitize 25 district jails, 2 central jails and 1 sub-Jail across the State. The jail will also  be equipped with Router, Laser Printer,  Switch, Desktops, Scanner, Finger Print scanner, UPS and Web camera.

3. INDIA, CROATIA SIGNS AGREEMENT TO BOOST BILATERAL TRADE & ENHANCE ECONOMIC COOPERATION
i. Nirmala Sitharaman, Union Commerce and Industry Minister and Martina Dalic, Deputy PM and Minister of the Economy, Republic of Croatia have signed an agreement to boost bilateral trade and enhance economic cooperation in Zagreb, Croatia
ii. Its aim is to promote and develop bilateral trade and economic relations.
iii. This Agreement would be a step in continuity of the previous agreement which expired in November, 2009.

4. HDFC LIFE LAUNCHES ‘PRAGATI’ PLAN FOR LOW INCOME GROUP
i. HDFC life launched a traditional life insurance plan, Pragati, for low income group people.
ii. The plan has been designed especially to empower low income families by making the plan available at affordable rate to every person who has the desire to secure his family.
iii. Pragati will offer dual benefit. A systematic savings with guaranteed premium returns and A wholesome life protection making it an ideal financial product for every Indian household.

5. AIRBUS SIGNS MOU FOR SETTING UP CENTRE OF EXCELLENCE IN HYDERABAD
i. National Skill Development Corporation  Airbus signs MoU for setting up centre of excellence in Hyderabad, India and AEROCAMPUS France for establishing a Centre of Excellence at at Begumpet Airport for aerospace skill development in Hyderabad.
ii. Its objective is to enhance the employability of young aspirants by imparting the required skills to them and to train candidates ranging from high school graduates to experienced aviation personnel on aircraft manufacturing, Maintenance, logistics, ground handling, Repair and Overhaul and special aviation processes.

The earlier foreign merchants had mere commercial motives and had very little or no support from their native Govts. But the European merchants who came to India during this period had the political and military support of their respective of their respective Govts. From the very beginning, the European trading companies began to establish their fortified trading settlements, called factories, on the coastal part of India, immune from the administrative control of the local powers. No doubt, due to the tripartite participation of the Portuguese, the Dutch and the English, India’s foreign trade grew phenomenally in the sixteenth centuries, but it was the last spark of the dying lamp. By the close of the eighteenth century India, from a bulk exporter, turned into one of the biggest importers industrially manufactured goods.
