1.INDIA, SRI LANKA HOLD MINISTERIAL LEVEL TALKS IN NEW DELHI
i. External Affairs Minister Sushma Swaraj and her Sri Lankan counterpart Tilak Marapana held wide-ranging talks to deepen bilateral relationship between the two countries. It is Marapana’s first overseas visit after assuming charge as foreign minister on 15th August. Marapana also met PM Narendra Modi concluding the official part of his 3-day visit.
ii. Issues discussed: – Talks on the plight of fisherman issue was discussed from both sides, the talks are going on for the past one year in Colombo to arrive at a permanent solution. Wide range of co-operation in the areas of trade and investment.
iii. Faster implementation of bilateral projects like finalising the Mattala airport project near Hambantota as well as a container terminal at the Colombo Port.

2.GOVERNMENT TO LAUNCH PROJECT INSIGHT
i. The Union Finance Ministry, has announced that is has planned to launch ‘Project Insight’ from October, 2017, in a move to restrict black money holdings and transactions.
ii. The Government has signed a contract with L&T Infotech Ltd., regarding ‘Project Insight’. The aim of this project is to observe and check high value transactions, and track tax evaders with the help of technology to restrict black money holdings.
iii. Puropose of Project Insight: The linking of Permanent Account Number with Aadhaar will help identify and analyze the transactions of tax payers.
iv. This Information Technology method is non-intrusive. Whereas, the earlier method was search and seize, which was highly intruding the tax payers.

1.   ASSAM ENACTS INDUSTRIAL DISPUTES (ASSAM AMENDMENT) BILL 2017
i. Assam passed the Industrial Disputes (Assam Amendment) Bill, 2017, regarding lay off of employees, in Guwahati. The law enables employers to lay off up to 300 employees without prior permission from the government.
ii. The employee count has been increased from 100 to 300. The law is said to increase the ease of doing business. As, employers are hesitant to recruit more number of employees because when the employee count increases more than 100, there would be problems during lay off.
iii. The Government has decided to increase the compensation of a labourer from the current 15 days salary to up to 60 days salary.

2.   WEST BENGAL LEADS IN NEW TAX REGISTRATION UNDER GST REGIME
i. According to the reports, the national average is 23%; Bengal leads the pack with as high as 77% in new tax registration under the GST regime in India. As per the reports, about 245,000 people in the state are tax payers while the number in the country stands at around 8 million.
ii. States such as Gujarat and Maharashtra are behind West Bengal in GST registration. The figures were disclosed by Mr Arvind Singh, the new principal commissioner of GST & CX, eastern region.
iii. The figures were disclosed at a session titled “Democratisation of Services” on the second of the two-day ICT East organized by CII.

3.   DEFENCE MINISTER NIRMALA SITHARAM FLAGS OFF INSV TARINI AT INS MANDOVI
i. Defence Minister flagged off Navy women team’s historic voyage from Goa for circumnavigation. The Indian Navy’s woman team has embarked on a circumnavigation of the globe, with Defence Minister Nirmala Sitharaman.
ii. The Indian Navy calls it a “historic” day for the country. Goa Chief Minister Manohar Parrikar and Navy chief Admiral Sunil Lanba were also present on the occasion.
iii. The minister flagged off the first such expedition by the Indian Navy, ‘Navika Sagar Parikrama’, at a ceremony at the INS Mandovi naval training base, Panaji Goa. The 6-member women crew will circumnavigate the globe on an India-built sail boat, INSV Tarini, which is being captained by Lt Commander Vartika Joshi.
iv. The circumnavigation is to be covered in about 165 days at sea. The first stop would be in Free-Mantle in Australia, New Zealand and then to Falklands before reaching their last stop in Cape Town in South Africa.

4.   ICICI LOMBARD, SBI LIFE INSURANCE GETS SEBI APPROVAL FOR IPO
i. ICICI Lombard General Insurance Company and SBI Life Insurance gets SEBI approval for Initial Public Offering. SBI Life Insurance has received approval from the Securities and Exchange Board of India for an IPO of up to Rs 8,400 cr ($1.3 billion), with launch targeted for the September 20-22 period.
ii. The IPO will involve 120 million secondary shares, or 12% of the insurer’s equity capital. State Bank of India, which currently owns 70.1% of the insurer, will sell 80 million shares and BNP Paribas Cardif, holder of a 26% stake, will sell 40 million.
iii. ICICI Lombard General Insurance Company has got approval from capital markets regulator Securities and Exchange Board of India’s which could be the first by a general insurer in the country.
iv. ICICI Lombard is a joint venture between ICICI Bank and Canada-based Fairfax Financial Holdings Ltd. According to market sources, the IPO could be worth about Rs 6,000 cr.

5.   IRDAI ALLOWS ONE-TIME PASSWORD FOR OPENING ONLINE INSURANCE ACCOUNT
i. Insurance Regulatory and Development Authority announced usage of OTP for opening e-Insurance Account as an alternative to electronic signature, in New Delhi.
ii. IRDAI said that in order to facilitate the opening of e-Insurance Account through online or electronic means, the authority has permitted validation by One Time Password.
iii. Now, e-signature of the e- insurance account holder on the application form for opening the account is considered as a valid authentication. Also IRDAI has permitted the e-KYC facility offered by Unique Identification Authority of India which provides unique Aadhaar numbers.

6.   MICROSOFT CEO SATYA NADELLA ANNOUNCES HIS FIRST BOOK ‘HIT REFRESH’
i. Microsoft CEO Satya Nadella has launched his 1st book named Hit Refresh. The book includes the inside story of the company’s continuing transformation, Nadella’s own personal journey, Vision for the coming wave of intelligent technologies.
ii. The book goes on sale globally on 26th September and is available for pre-order. Satya Nadella will donate all proceeds from Hit Refresh to Microsoft Philanthropies.
iii. The book also includes a set of questions for anybody searching for improvement for themselves as leaders, for their institutions and for society.

7.   INDIA WINS 2ND SABA U-16 CHAMPIONSHIP
i. India won the 2nd South Asian Basketball, SABA, Under – 16 Championship, in Kathmandu, Nepal.
ii. The championship was held at Dashrath Rangshala Stadium, in Kathmandu. India won all its 4 matches and obtained a total of 8 points.
iii. India was followed by Bangladesh in the 2nd position and Nepal in the 3rd. The championship followed a round robin league format.
iv. India has now qualified for the 2017 International Basketball Federation, FIBA, Under-16 Asian Championship to be played in Malaysia, in 2017.

8.   WORLD SUICIDE PREVENTION DAY 2017
i. World Suicide Prevention Day 2017 was observed throughout the world. This year’s theme was ‘Take a minute, change a life.’
ii. This is the 15th World Suicide Prevention Day. The day was first observed in 2003, as an initiative of the International Association for Suicide Prevention and the World Health Organization.
iii. The following activities are carried out on the World Suicide Prevention Day: Launch of new government initiatives to prevent suicide, Media programs that promote suicide prevention, Conferences, educational seminars and public lectures regarding suicide prevention.
iv. Memorial services or candlelight ceremonies to remember those who died by suicide, Organizing cultural or spiritual events, fairs and exhibitions, Launches of publications about suicide awareness and prevention and Training courses about suicide and depression awareness.

9.   HIMALAYA DAY BEING OBSERVED ACROSS UTTARAKHAND ON SEPTEMBER 9
i. Himalayan Day observed across the country on 9th September and the main programme held in Dehradun. Himalayan Day would be observed at 400 venues across the country to highlight its importance.
ii. The theme for this year was ‘Contribution of Himalayas and Our Responsibility’. The mission took out a rally in Dehradun to mark the day and CM Trivendra Singh Rawat was the chief guest at the workshop.

1.      JOINT INDIA-NEPAL ARMY EXERCISE BEGINS IN SALJHANDI, NEPAL
i. Nepal India Joint Military Exercise Surya Kiran has launched and it is to be held in Nepal Army Battle School at Saljhandi from September 3 to 16. This is the 12th edition of the exercise.
ii. It will have around 350 troops from each side, focusing on counterinsurgency and counter-terror operations. Surya Kiran series of exercises are held alternately in India and Nepal.
iii. The aim of this exercise is to conduct battalion level joint training with emphasis on Counter Terrorism in mountainous terrain. Aspects of Disaster Management have also been included in the exercise.
vi. The Joint Battalion Level Exercise will enhance defence co-operation and relations between the two nations.

1.      NARENDRA MODI CABINET RESHUFFLE WITH 9 NEW FACES AS MINISTERS
i. The cabinet got extended and reshuffled for the 3rd time. Modi expanded his council of ministers twice–1st on November 9, 2014 and then on July 5, 2016. Nine new Ministers of state were inducted into the Union Council of Ministers.
ii. Ministers of State who got into Cabinet Rank: – The ministers promoted were Mukhtar Abbas Naqvi, Piyush Goyal, Dharmendra Pradhan and Nirmala Sitharaman.
iii. Nirmala Sitharaman - She is promoted to ministry of defence. She is the 1st full time independent women defence minister. Prior to her, former PM Indira Gandhi held the defence portfolio as an additional charge on two occasions. Commerce and Industries department which was held by Nirmala sitharaman is now transferred to Suresh Prabhu who exits as railway minister.
iv. Piyush goyal -The railway department which was held by suresh prabhu is now transferred to Piyush Goyal. Apart from Railways, Piyush Goyal retains the ministry of coal.
v. Dharmendra Pradhan - Dharmendra Pradhan, now cabinet minister, will continue to have charge of Petroleum and Natural Gas and will also be minister for skill development and entrepreneurship, which Rajiv Pratap Rudy gave up two days ago.
vi. Mukhtar Abbas Naqvi - Minority Affairs Minister Muqtar Abbas Naqvi continues in his departments as a Cabinet minister.
vii. New members to the Cabinet : – Shiv Pratap Shukla - Shri Shiv Pratap Shukla is a Rajya Sabha MP from Uttar Pradesh. He is a Member of the Parliamentary Standing Committee on Rural Development. He served as a Cabinet Minister in the Uttar Pradesh government for 8 years, and is known for his work in Rural Development, Education and Prison reform during his tenure.
viii. Ashwini Kumar Choubey - Shri Ashwini Kumar Choubey is a Lok Sabha MP from Buxar, Bihar. He is member of the Parliamentary Committee on Estimates and Standing Committee on Energy. He is also a Member of Central Silk Board.
ix. Virendra Kumar - Shri Virendra Kumar is a Lok Sabha MP from Tikamgah, Madhya Pradesh. He has had a distinguished career in Public Service as a 6 term Lok Sabha MP. 1.         KARNATAKA LAUNCHES UNIFIED HEALTH SCHEME ‘AROGYA BHAGYA’
i. Karnataka government will merge the existing seven health schemes to launch a unified health scheme- ‘Arogya Bhagya’. It will cover all 1.4 cr households of the state.
ii. The main theme of the ‘Arogya Bhagya’ scheme is “Treatment First and Payment Next”.
iii. All the health facilities will be provided through Aadhaar linked Universal Health Card. Universal Health Coverage scheme would help the card holder to get treatment in all the enroll private hospitals besides government hospitals to get treatment without paying any cash.
iv. The State Cabinet had given administrative sanction for the unified schemes and it will come to effect from 1st of November. The facilities would be provided by categorising the beneficiaries into two groups—A and B.
v. Category A will be a priority category, which will include farmers, deprived households, labourers from the unorganised sector, pourakarmikas, all SC/ST people, members of cooperative societies, government employees, media persons and elected representatives. The rest will fall under Category B.
vi. Those in rural areas would need to contribute Rs 300 per person and those in urban areas Rs 700 per person. The State Government will be spending Rs 867 cr for the unified scheme in the first year.

1.   NARENDRA MODI INAUGURATE ANNUAL CONFERENCE ‘RAJASWA GYAN SANGAM’ IN NEW DELHI
i. PM Narendra Modi has inaugurated the annual conference – Rajaswa Gyan Sangam, 2017 in New Delhi. He addressed the tax administrators during the conference.
ii. The Conference have been jointly organised by the Central Board of Direct Taxes and the Central Board of Excise and Customs.
iii. The objective of the Conference is to enable a two-way communication between the policy-makers and the senior officers in the field offices.

1. GOVERNMENT TO RELEASE NEW INDUSTRIAL POLICY
i. The Department of Industrial Policy and Promotion under the commerce and industry ministry will release a new industrial policy by October, it will focus on encouraging Indian branded products with high value addition at a global level, and will review the existing Foreign Direct Investment policy regime to facilitate greater technology transfer.
ii. Recently on august 29th, DIPP released consolidated FDI policy. The new policy is expected to replace the United Progressive Alliance government’s National Manufacturing Policy 2011, which sought to create 100 million jobs by 2022.

1. NARENDRA MODI’S VISIT IN RAJASTHAN: AUGUST 2017
i. Prime Minister Narendra Modi visited Rajasthan to inaugurate few highway projects and to dedicate some to our nation along with road  transport and highways minister Nithin Gadkari. He informed that his government is setting in a culture of completion of projects unlike previous governments.
ii. PM Modi will also visit Pratap Gaurav Kendra which exhibits the valour and achievements of Maharana Pratap and pay his homage to the famous King of Mewar.
iii. He laid foundation stone and inaugurated national highway projects worth Rs 15,000 cr. He dedicated 11 national highways to the nation. These highways cover a total length of 873 kms and inaugurated a suspension bridge built across the Chambal river at Kota, making it the first 6-lane cable suspended bridge in the Rajasthan.

2. CABINET APPROVALS ON 30 AUGUST 2017
i. MoU by the Election Commission of India with the Election Management Bodies of other countries, MoU with Myanmar for the Conservation of Earthquake-Damaged Pagodas at Bag.
ii. MoU on “India-Israel Industrial R&D and Technological Innovation Fund”. Cabinet approves promulgation of GST (Compensation to States) Ordinance, 2017.
iii. Cabinet apprised of jointly issue of postage stamps between Canada and India. MoU between India and Brazil for cooperation in the fields of Zebu Cattle Genomics.

1. GOVERNMENT TO LAUNCH DEEP OCEAN MISSION
i. The Union Ministry of Earth Sciences is going to launch Deep Ocean Mission by January 2018 to encourage research activities in ocean science.
ii. The proposed inter-ministerial and interdisciplinary project aims to explore and harness mineral resources beneath the ocean floor.
iii. India has 7,500 km of coastline and 2.4 million square km of exclusive economic zone. The oceans along Indian peninsula contain enormous opportunities in energy, food, medicine and a host of other natural resources. The proposed inter-ministerial and interdisciplinary project also seeks to create jobs and business opportunities in social science.
iv. It will involve the MoES and departments of other ministries like science and technology and the biotechnology etc. The Ministry would soon launch a special training programme on oceanography free of cost for university students. India was ranked 15th in the number of research papers on ocean science.

1. ARUN JAITLEY HANDS OVER LRSAM TO INDIAN NAVY
i. Defence Minister Arun Jaitley handed over the Long-Range Surface-to-Air Missile jointly developed by India and Israel, to the Indian Navy at Bharat Dynamics Ltd at Kanchanbagh, Hyderabad. The first batch of LRSAM, being inducted into the Navy, was symbolically handed over to Vice Admiral Karambir Singh, the vice-chief of naval staff.LRSAM
ii. The Rocket Motor Static Test Facility was dedicated to the nation by Arun Jaitley at BDL’s Ibrahim patnam Complex located near Hyderabad. An amount of 48 Cr spent on this facility.
iii. The Union Minister inaugurated ASTRA Manufacturing Facility. Astra weapon system is an indigenously developed Air-to-Air Beyond Visual Range missile developed by DRDO. It comprises of Astra Launcher and Astra Missile. It is designed as a BVR missile with a range of 110 Km in head-on mode and 20 Km in tail-chase mode. BVR missiles are the latest in air to air combat.
iv. He also inaugurated the 5 MW Solar Photo Voltaic Power Project at BDL, Bhanur Unit, Telangana State. As part of Govt of India’s Jawarharlal Nehru National Solar Mission.

1. JAMMU AND KASHMIR GOVERNMENT TO SET UP ECO-PARK IN RAJOURI DISTRICT
i. The Jammu and Kashmir government has decided to set up an Eco-Park on over 34 acres of land retrieve from encroachers in the state’s Rajouri district.
ii. The park is a first-of-its-kind project in the region. It will have a botanical garden, a cactus garden, a cafeteria and other amenities. The project has been planned under the convergence of local resources and it is expected to be completed by end of 2017.
iii. About, 34 acres of land has been included in the Eco- Park project will come up at the Kandi belt of Rajouri. The Department of Rural Development has started fencing on the retrieved land.

1. RBI PANEL UNDER TARUN RAMADORAI SEEKS RIGHTS-BASED DATA PRIVACY IN HOUSEHOLD FINANCE
i. As per RBI panel there is a need to adopt a rights- based privacy framework in household finance. The committee was headed by Tarun Ramadorai, a professor in financial economics at Imperial College London, and had representatives from all financial regulators.
ii. RBI suggests adoption of a rights-based privacy framework in contrast with the more common consent-based privacy framework.
iii. The panel was set up following discussions in a sub- committee of Financial Stability and Development Council. The new privacy framework should view the creation of a Data Commissioner who will be responsible for redress of grievances as well as for establishment of standards of accountability and transparency.
iv. Data controllers (financial firms) will also be responsible for ensuring accountability, transparency, non- discrimination and data security while processing data.
v. The panel was also of the view that there should be mandatory calamity insurance with automatically triggered pay-out in zones with high natural disasters like floods and earthquakes risks.
vi. The panel also proposed simple home insurance policy covering structure and contents at a low premium.

1. ODISHA LAUNCHES GRID CONNECTED ROOF TOP SOLAR PROJECTS
i. CM of Odisha Naveen Patnaik has inaugurated grid connected roof top solar programme to encourage the public participation to harness renewable energy.
ii. Under this programme, the consumers can introduce small solar plants on their rooftops and consume the generated solar power during day time. Excess power can be exported to the grid through their service cable.
iii. These decentralized systems also have the ability to strengthen the grid. It will reduce power loses .Grid connected roof top solar systems are best options for adding renewable solar capacity.
iv. A web platform www.rtsodisha.gov.in was also launched to help project stakeholders interact with consumers and provide services. This website was made by Odisha Renewable Energy Development Agency.
v. It will be useful in making the Rooftop Solar Program easily accessible to the common citizens.
